To get to the triathalon go north of Los Santos until you find yourself at a little lake with a shack on the shore. Once there you should see a red circle thing like the ones used to start missions, walk onto it and the triathalon should either begin or it will tell you the time that the triathalon will be available.

I have just found another triathalon available by going to the south-east corner of Los Santos on the beach. Just like the other one there should be a red mission starting circle there for you to start the triathalon or it'll tell you when it should be available.

P.S. There is a cashier from the clucking burger competing too XD
